At the request of the Congress, the Department of Health and Human Services (DHHS) arranged for the Institute of Medicine (IOM) of the National Academies to establish a committee to examine the laboratory industry; assess current Medicare payment policy; evaluate payment policy alternatives; and make recommendations to improve the system.  It describes the laboratory industry, developments in testing, the current payment system and goals for the payment system.
