In response to a request from the Social Security Administration (SSA), the Institute of Medicine (IOM) and the Committee on National Statistics (CNSTAT) of the Commission on Behavioral and Social Sciences and Education (CBSSE) of the National Academy of Sciences established a committee to provide an independent, unbiased review of the SSA research as it relates to the development of a revised disability decision process including the approach, survey design, and content of the complex, multi-year Disability Evaluation Study (DES). The final report, The Dynamics of Disability: Measuring and Monitoring Disability for Social Security Programs, was released on July 2, 2002.
The study committee reviewed and provided advice on the scope of work, design, and content of the survey, and the approach and scientific methods on completed and planned research as SSA develops the new disability decision process. The study focused on the population 18-69 years of age.
