Rapid Advance Demonstration Projects: Statement of Task Print   Email


  The purpose of this project was to recommend to the Secretary of the Department of Health and Human Services a limited number of demonstration experiments (3 or 4) in the area of health care delivery and finance that could be considered for implementation. Such experiments included, but were not limited to the following:
  • The design and implementation of a statewide information system available for both inpatient and outpatient care, including the use of electronic patient records, computerized physician order entry, and patient safety capabilities (e.g., medication interactions). Such a system would require connectivity, common language, and common standards for health providers throughout the state.
  • Alternatives to the liability system for dealing with malpractice cases. This might include a workman's compensation type system, an indemnification system similar to that offered by the National Vaccine Programs for children, reinsurance for adverse events, and a variety of other options.
  • Reorganization that substantially reduces the administrative cost for health care within the state. This might include refocusing activities on liability in ways that strengthen continuous quality improvement or could include experiments related to reporting systems and regulations.
  • Innovations that reward a population level focus in benefits and service delivery, including preventive services and use of information technology to interface clinical care and public health systems.
  • Innovations that would demonstrate improved efficiency and quality of care through altered reimbursement mechanisms.
