It is the third report in the Pathways to Quality Health Care series released by this committee. This report analyzes the promise and risks of instituting a pay for performance program within Medicare and lays out a series of recommendations for implementing such a program. This program was funded by the Department of Health and Human Services, through the Centers for Medicare and Medicaid Services.

Participants included Robert Reischauer and Gail Wilensky, co-chairs of the advisory subcommittee, and committee member Robert Galvin.
